Somalia has over 2.9 million Internally Displaced People (IDPs) following decades of civil war and violent conflict. In addition, a significant increase of droughts and floods due to climate change have forced people away from their rural homes.
Knowledge management and learning are at the heart of the LAND-at-scale program. RVO, LANDac and the International Land Coalition (ILC) will collaborate to implement the knowledge management (KM) component of the program.
LAND-at-scale is a land governance support programme for developing countries. The livelihood of a large part of the world’s population depends directly on having secure access to land. LAND-at-scale aims to contribute to fair and just tenure security and access to land and natural resources for all. This will lead to more sustainable and efficient use of land and natural resources for food, housing and production. It will also reduce conflicts and competing claims over land.
The project is to increase inclusive and gender-equitable secure access and sustainable use/management of land and other natural resources in order to facilitate productive investments as well as social and economic development.
The institutional capacities of IGAD Secretariat will be supported to formulate a regional land governance policy framework in an inclusive and participatory bottom-up process. This task will be facilitated by the Land Policy Initiative that is the mandated body by the African Union to implement the Declaration on Land.
