The programme aims to increase the incomes of poor rural people among 51,000 households in five of the country's poorest and most densely populated regions: Sofia, Analamanga, Itasy, Vatovavy Fitovinany, Haute Matsiatra. It aims to promote increased revenues by consolidating rural micro enterprises at local and regional levels and improve their competitiveness; to contribute to the development of an institutional framework and national policy support to rural microenterprises; and to create a structured environment fostering the modernization of rural industries. Land and natural resource governance related activities include the opening of 22 land offices to obtain land ownership certificates and the establishment of 19 Single Windows Multi-Services / Ivo Fanoitra (GUMS / IF) at the district level, which will be led by two management consultants. These unique windows are also a key operational tool to make contact with professional organizations and federations, identify support service providers to SEA and supervise the services provided.
