The paper presents the problematic of the merge and exchange processes of land under the following programmes of agricultural land consolidation. By consolidating of land, there was activity for better creation of rural space in order to achieve comprehensive improvement of conditions for farming.
This paper explores the potential of land consolidation for dealing with land fragmentation in Sub-Saharan Africa’s (SSA) rural customary lands – where the intention is to increase food productivity. In SSA’s customary lands, the use of mechanized farming technology and intensive farming techniques have largely failed to increase food productivity.
The paper addresses the issue of dissatisfaction related to spatial management in rural areas illustrated with an example of southern Poland. In this region, the spatial structure of rural areas is poor, which results, e.g., from substantial fragmentation and scattering of land.
In article 38 of the Constitution of the Republic of Kazakhstan stipulates that citizens of the Republic of Kazakhstan must preserve nature and protect natural resources [1, p.3]. However, in Northern Kazakhstan, located significant areas of arable land to grow crops. We must not forget that arable land is the wealth of our country.
The main tasks of land consolidation are to eliminate land fragmentation and to facilitate farms of optimal size. One of the most important preconditions of land consolidation is forming of optimal size farmland plots in property and use, and land fragmentation, which has a major impact on both the operating conditions and other rural development processes.
Land consolidation – an important stage of agricultural and rural development. This is a significant land use planning process, when private, municipal and state land parcels located in rural areas are redistributed in a complex way, their boundaries and location are changed by the prepared land consolidation project of a certain area.
Land consolidation is an implement, which allows the rearrangement of spatial structure in rural areas leading to their socioeconomic development. However, the process is costly and time consuming. The needs for land consolidation always exceed the actual possibility of its implementation, therefore it is essential to develop tools, which identify areas of high priority for such investments.
Socio-economic development, public safety of local communities and environmental protection are the major pillars of the concept of sustainable development of rural areas in Europe. Land consolidation is a complex and time-consuming undertaking, which requires high expenditures, yet it plays an important role in the policy of sustainable and multi-functional development.
In Poland land consolidation is carried out mainly in the southern part of the country. In three voivodships, namely Lubelskie Voivodship, Podkarpackie Voivodship and Małopolskie Voivodship, in the years 2003-2014 there were numerous land consolidations, over 20,000 ha in each voivodship.
From 9 to 11 November 2016 the ‘symposium on land consolidation and land readjustment for sustainable development’ was held in Apeldoorn, the Netherlands.
