Why should there be a book about the commercialization of subsistence agriculture, economic development, and nutrition? There are two compelling resasons. First, concerns and suspicions about adverse effects on the poor of commercialization of subsistence agriculture persist and influence policy of developing countries and of donor agencies.

The distributional benefits of commercialization of agriculture, access to commercialization opportunities, and sharing of commercialization risks are functions of institutional arrangements. Obviously, the indirect food security and nutritional effects are, thereby, partly a function of such institutional arrangements.

The Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) - currently ratified by 187 countries - is the only human rights treaty that deals specifically with rural women (Art. 14). Adopted in 1979 by the United Nations Generally Assembly, entered into force in 1981. The Convention defines discrimination against women as follows:

This Act provides in 30 articles divided into 8 Parts for the establishment of a Land Surveyors Board (sect. 3) and for the control and procedures of the surveying of land by surveyors licensed under this Act. The Board is responsible for the licensing of surveyors and to control their functioning (sect. 5).

The Act provides in Part II for the establishment of a Planning Board (sect. 3) and Planning Authority for each planning district (sect. 5). There shall be 4 types of draft plans for spatial development of land. These are: National Plans; Divisional Plans; Development Plans and Local Plans (sect. 8). The Board shall prepare a National Plan for the Gambia.

The 29 sections are divided into 5 Parts: Preliminary (I); General (II); Leases and connected matters (III); Acquisition of land for public purposes (IV); Miscellaneous (V).All Provinces’ Lands (not defined) are vested in the District Authorities of the Districts in which such lands are situated.

The Act consists of 93 sections divided into 9 Parts: General (I); Prospecting (II); Mining (III); Provisions regarding water (IV); Passageways (V); Dredging for minerals (VI); Surveys (VII); Possession and purchase of minerals (VIII); Miscellaneous provisions (IX).Section 3 vests the property of all minerals, mineral oils, rivers, streams and watercourses throughout The Gambia in the Crown.
