Transparency International (TI) is a global civil society organisation dedicated to tackling corruption in all its forms. Through more than 100 chapters worldwide and an international secretariat in Berlin, Germany, TI raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.
The Transparency International Secretariat (TI-S) in Berlin is seeking a consultant experienced in training investigative journalists, to support the preparation phase for the development of a training module for journalists on investigating and reporting on corruption in the land sector in Africa.
The development of the training module is part of TI’s project on Land and Corruption in Africa. The training module will address issues of corruption and land governance in Africa, and will equip investigative journalists with the awareness, knowledge, tools and networks to investigate corruption cases in the land sector and report on them.
The overall goal of the Land and Corruption in Africa project is to contribute to improved livelihoods of men and women adversely affected by corrupt practices in land administration and in land deals, through enhanced security of tenure and equitable and fair access to land and water.
This assignment is for a consultant to carry out scoping research, as well as to prepare the collaborative development for the production of the building blocks for such a training module.
Objectives
Explanation of deliverables, timelines and required methodology:
This assignment will include:
- a scoping phase to identify existing relevant curricula and training institutions, existing relevant cases (scholarly and journalistic), as well as relevant readings
- a concept for a one to two day training module design workshop in December; the purpose of the workshop will be to brainstorm and agree on specific elements for the module
- co-facilitate the two day training module design workshop in December and present scoping phase findings
- based on the workshop discussions design a draft outline for the training module to help advise the development of the full module
The consultant will work in close cooperation with the TI-Secretariat, Africa Department.
Report structure and expected deliverables
The expected deliverables are set out below:
- detailed design of the scoping phase (in close consultation with the Africa Department in TI-S)
- scoping, and documentation of findings in a report
- design of concept for brainstorming workshop (in close consultation with the Africa Department in TI-S) and co-facilitation of workshop
- draft outline of training module (in close consultation with the Africa Department in TI-S)
The work can start immediately and is expected to be completed by end of December 2015.
The work is done mainly home-base. Depending on home-base of consultant and workshop venue, participation in the workshop might require travel.
All presentations and reports are to be submitted in English, in electronic form, in accordance with the deadlines stipulated above. The Consultant is responsible for editing and quality control of language. The TI Secretariat retains the sole rights with respect to all distribution, dissemination and publication of the deliverables.
Selection criteria
The Consultant should have the following qualifications:
- significant experience training investigative journalists
- significant experience in desk-based scoping, stakeholder mapping, and research
- significant experience in investigations
- relevant knowledge of corruption issues in relation to land governance
- fluent oral and written English communication skills
- knowledge of French a strong advantage
Remuneration and costs
The Consultant should provide their daily rate, before VAT.
