The Ministry of Planning consists of two main parts, namely the General Directorate of Planning (GDP) and the National Institute of Statistics (NIS). The MoP is responsible for guiding and managing national socioeconomic development planning (GDP) and managing the statistical functions of the Royal Government (NIS). It works in close cooperation with other Ministries and institutions in Cambodia. 

A number of key documents lay out the policies of the MoP. These are the Cambodian Millennium Development Goals (CMDGs), the National Strategic Development Plan (NSDP), the Statistical Master Plan (SMP), the Statistics Law and the Ministry of Planning Strategic Plan (MPSP). You will find all of them easily through this website. 

The Royal Government of Cambodia is committed to achieving the Cambodian Millennium Development Goals (CMDGs) through the implementation of the Rectangular Strategy and theNational Strategic Development Plan (NSDP), 2006-2010. The NSDP is the single, overarching, guiding and reference document of the RGC and the "blue print for further progress” in building a new Cambodia (Samdach Prime Minister Hun Sen).  Government and external development partners are expected to strictly adhere to the priorities set out in the NSDP.

ABSTRACTED FROM THE OVERVIEW: The Cambodian Rural Urban Migration Project (CRUMP) is a collaborative effort involving three entities – the RGC, represented by the Ministry of Planning, the UNFPA and an academic institution represented by consultant from the University of California San Francisco. The project involves a group of individuals across these entities interested in the movement of people in and around Cambodia. Given the demographic and economic realities in Cambodia, we began with the assumption that migration in the country is unavoidable and should be embraced.

Cambodia has a land area of 181 035 square kilometers and a population of almost 14 million people (2008). In 2008, about 82 percent of the households lived in rural areas. A large majority of these households engage in rice- based agriculture, collection of forest products and livestock production. The agricultural sector generates about 32 percent of the Gross Domestic Product and provides employment to about 80 percent of the country’s labour force. The sector is dominated by small farm households who are mainly engaged in subsistence production.

This Human Development Report for Cambodia assesses the state of rural livelihoods and their relationship with natural resources. It describes the status of human development at the regional and provincial levels, and distinguishes high performance areas from those which require more attention.
