The African Land Policy Centre, formerly called the Land Policy Initiative (LPI), is a joint programme of the tripartite consortium consisting of the African Union Commission (AUC), the African Development Bank (AfDB) and United Nations Economic Commission for Africa (ECA). Its purpose is to enable the use of  land to lend impetus to the process of African development. The programme is governed by a Steering Committee that meets periodically, while a joint secretariat implements day to day activities. The secretariat is assisted by an African Taskforce on Land.

The overarching objective of the African Development Bank (AfDB) Group is to spur sustainable economic development and social progress in its regional member countries (RMCs), thus contributing to poverty reduction.


The Bank Group achieves this objective by:


  • mobilizing and allocating resources for investment in RMCs; and
  • providing policy advice and technical assistance to support development efforts.

On 9.9.1999, the Heads of State and Government of the Organisation of African Unity issued a Declaration (the Sirte Declaration) calling for the establishment of an African Union, with a view, inter alia, to accelerating the process of integration in the continent to enable it play its rightful role in the global economy while addressing multifaceted social, economic and political problems compounded as they are by certain negative aspects of globalisation.


“Winning the fight against Corruption in the Land Sector: Sustainable Pathway for Africa’s Transformation”

The Land Portal was proud to serve as a media partner of the 2019 Conference on Land Policy (CLPA)

The 3rd edition of the Conference on Land Policy in Africa was organised by the African Land Policy Centre which is a joint initiative of the African Union Commission, the United Nations Economic Commission for Africa, and the African Development Bank.   The Conference is a policy and learning event whose goal is to deepen capacity for land policy in Africa through improved access to knowledge and information on land policy development and implementation.  This Conference follows the second Conference held in November 2017 in Addis Ababa, Ethiopia that was attended by close to 450 participants. 

The Conference scheduled for November 2019, dubbed CLPA-2019, was held under the theme: Winning the fight against Corruption in the Land Sector: Sustainable Pathway for Africa’s Transformation.   This theme supports the Declaration of 2018 by the African Union as the Anti-Corruption Year under the theme “Winning the Fight against Corruption: A Sustainable Path to Africa’s Transformation”.  The format of the Conference included masterclasses, plenary and parallel sessions, side events, exhibitions, and the use of social media to reach a broader audience.

Africa is a rich continent. It has vast agricultural and land resources and thus the potential to feed all people living on the continent. We observe technological improvements in agriculture, as well as in geospatial sciences and other relevant land sectors. Thus, the tools are available to implement policies to ensure fair and sustainable land policy in every country. However, there is still a considerable gap in what is proven to work and what is implemented in many countries.

The Declaration on Land Issues and Challenges in Africa very wisely prioritised three key objectives:

 

  • Land policy development and implementation;
  • Allocation of adequate budgetary resources to land management and administration;
  • And the establishment of enabling conditions for institutional innovation in land policy and governance frameworks on the continent.

As we gather here today, so much has been achieved over the past decade. And yet we know that a great deal of work still remains to be done.

Land conference ends with call for actions to help root corruption out of sector

The 2019 Conference on Land Policy in Africa ended in Abidjan Friday November 29th with academic institutions pledging to work with traditional leaders in coming up with solutions to land governance challenges on the continent in an effort to root corruption out of the land sector.
