In rural areas, customary tenure systems, partly based on religious law, are the most relevant but suffer from weak recognition and offer little protection to rights holders. The land policy reform is on-going but remains slow.

Cities struggle to accommodate IDPs since their movements are largely spontaneous, and some authorities may resist helping IDPs for fear of encouraging further influxes.

La tension monte à la frontière entre l’Éthiopie et le Soudan, notamment dans la région du triangle d’el-Fashaga, une zone dont la démarcation pose problème entre les deux pays depuis des décennies. Or, à la faveur du conflit au Tigré, l’armée soudanaise a pris possession d’une partie de ce territoire agricole.
