Environmental economists routinely use travel cost methods to value recreational services from protected areas, but a number of limitations remain. First, most travel cost studies focus on a single protected area or a small handful of protected area sites; value estimates that relate to a protected area network across a larger geographic area or jurisdiction are rare.

Agricultural land uses can contribute to land degradation, water quality decline, and loss of ecosystem function and biodiversity in the surrounding catchment. Trees can assist in catchment management, and re-afforestation strategies have been implemented in an effort to mitigate agricultural impacts and improve degraded land and waterways worldwide.

A community’s choice to give, or withhold, their free, prior and informed consent (FPIC) to a project or activity planned to take place on their land is a recognized right of Indigenous peoples under international law. It is also a best practice principle that applies to all communities affected by projects or activities on the land, water and forests that they rely on.

It has been prepared by a team of FAO staff and consultants in the framework of the project `Coping with water scarcity: the role of agriculture?, and has been discussed at an Expert Consultation meeting organized in FAO, Rome in December 2009 on the same subject.
