PaLaR was designed as a systematic community-centered land titling project collecting requisite spatial and legal data.

This policy brief discusses the opportunities and challenges facing social forestry in Southeast Asia and recommends that ASEAN Member States, universities and international research organizations mainstream participatory action research (PAR) in social forestry to overcome these challenges and maximize these opportunities.

However, similar evidence is not available for formalization of land rights that are based on collective tenure. Studies have estimated that as much as 65 percent of the world’s land is held under customary, collective-tenure systems.
