This Act is composed of 20 chapters and it is divided into 148 articles. Chapter I contains general provisions; Chapter II lays down provisions related to the preliminary provisions of the Act on land trade; Chapter III contains provisions regarding the preferential maximum size of estates; Chapter IV provides rules on acquisition of property rights and usufruct rights; Chapter V provides rules concerning administrative procedures prior to agreements on transfer of property rights and which are subject to court or notarial approval; Chapter VI contains special rules on restrictions of neighbourhood and property rights; Chapter VII sets out rules regarding acquisition of property rights subject to approval by the competent agricultural public administration; Chapter VIII concerns provisions related to land use; Chapter IX contains rules on land use contracts; Chapter X provides rules on the use of land on common property; Chapter XI lays down rules of procedure in relation to land use contracts subject to approval by the competent agricultural public administration; Chapter XII provides rules regarding the control by the public administration of restrictions of acquisition, and the obligation of land utilization and the mandated user; Chapter XIII concerns the land use register; Chapter XIV regards the register of farmers, agricultural cooperatives and agricultural plants; Chapter XV lays down rules regarding local land commissions; Chapter XVI contains mandatory provisions; Chapter XVII contains provisions on the entry into force; Chapter XVIII and Chapter XIX provide transitory provisions; and Chapter XX contains amending and repealing provisions.

Hungary became a Christian kingdom in A.D. 1000 and for many centuries served as a bulwark against Ottoman Turkish expansion in Europe. The kingdom eventually became part of the polyglot Austro-Hungarian Empire, which collapsed during World War I. The country fell under communist rule following World War II.
