These Regulations, consisting of 17 articles, are enacted in accordance with the Land Administration Law of the People's Republic of China, aiming to strengthen the management of land resources in the Yili River Basin, rationally develop and use land, protect and improve the ecological environment, and achieve sustainable development.The land development of the Yili River Basin refers to the activities of scientific, rational and effective exploitation and business operation of the undeveloped land in the Yili River Baisin. The autonomous prefecture and relevant county (city) people's governments shall formulate plans for the development and utilization of land in the Yili River Basin based on the overall plan for land use of the autonomous prefecture. The county (city) land development and utilization plans are subject to the approval of the People's Government of the Autonomous Prefecture. The development of lands, pastures, or forest lands should conform to the plans for land development and utilization; where involve the land contracted by farmers and herdsmen, pastures or forest lands, resettlement and compensation for contractors shall be arranged and the legal rights and interests of farmers and herdsmen shall be protected according to law. The Regulations further provide for the procedure for application, examination and approval of land development projects, offences and penalties, etc.
