This Action Plan is a national Plan with a cross-sectoral approach, addressing issues falling under its mandate in an integrated way. The timeframe is 10 years between 2006 and 2015. The main objective of this Plan is to build an independent capacity in the area of global environmental protection as well as biodiversity conservation, combating climate change and desertification / soil degradation.Biodiversity conservation will be developed by enhancing area of specially protected nature sites, strengthening scientific research capacity, ensuring the exchange of information between relevant institutions and by raising public awareness with the involvement of the NGOs. The complete and detailed inventory mechanisms will be ensured. The inventory mechanisms will cover biodiversity, soil, water and forest resources. An efficient forest management system will be ensured to enhance biodiversity conservation and to increase the resilience to climate change. In addition, the role of community in forest management will be improved.In order to develop the resilience against climate change, a) impact assessment will be done, b) adaptive measures will be implemented, c) a cadastre of greenhouse gases will be prepared, d) greenhouse gases emissions will be reduced. Desertification and soil degradation will be prevented by planting trees and perennial herbs in landscapes and by stimulating the use of renewable energy sources. In order to prevent water loss and erosion, soil fertility, the utilization of water reservoirs and irrigation and drainage channel systems will be improved. Preventive measures will be taken against soil degradation. Early warning systems will be set up. Education, awareness raising and exchange of information on climate change, desertification and soil degradation.The structure of Climate Change and Ozone Centre affiliated with Ministry of Ecology and Natural Resources will be modernized. Legislation on biodiversity, forestry and climate change will be enhanced by adopting several framework laws. The capacity of public institutions will be improved in the field of global ecological problem.
