The ideal water contract for a heterogeneous population of users is a prioritized right that is fully vested and fully tradable. A set of tradable, prioritized rights contracts will span the same space as the Debreu contingent commodities. Therefore, they lead to a competitive equilibrium that is Pareto optimal. Equal sharing of water shortfalls does not have this property.Existing water policies in Israel and the Disputed Territories are not characterized by an efficient set of water contracts.

In October 1992, the Peace Accord was signed in Mozambique. Many positive changes have taken place since then. and the countryside in postwar Mozambique is in a state of intense transformation. Nevertheless, the government has been largely silent on the issue of land tenure reform, while some of the recommendations regarding land-policy reform that have been proposed are simplistic, uninformed, and fail to reflect the present political reality in Mozambique.

A large body of literature makes the argument that commercialization of agriculture has mainly negative effects on the employment, incomes, food production and consumption, health, and nutrition of the poor. In Commercialization of Agriculture, Economic Development, and Nutrition, Joachim von Braun and Eileen Kennedy find that the conclusion that commercialization of agriculture is generally bad for nutrition is flawed.
