    This issue of Caravan chronicles ICARDA’s efforts in developing a research strategy and a need-based research program for the CAC region. In doing so, ICARDA played a major role in bringing together all partners, most importantly donors. The article on page 8 traces the history of this effort and provides an overview of the current status of collaboration.

    This Law provides for the protection and use of pastures for cattle grazing.The Law identifies two kinds of pasture: specific pasture which exists within the boundaries of villages or towns; and communal pasture which is arid land and does not fall within the bounds of villages and towns. The right to use specific pasture may not be bought or sold, and it shall be forbidden to sell or lease it for expansion of agricultural activities.

    <p>The title of my Thesis is "Farmers' Laws and Irrigation: Water Rights and Dispute Management in the Hills of Nepal". This is based on a research I conducted in the Thulotar Kulo irrigation system in Nepal, during 1997 and 1998. Thulotar Kulo is a farmer-managed irrigation system.</p><p>Although this is a case study of a small system, attention has also been given to the wider context of Nepal in terms of the conflicts and the relationships between customary laws, state laws, and local laws that pertain to water management.

    The Kol tribals of Chitrakoot district live a life of abject poverty, exploitation and almost complete subjugation to the feudal landowners, locally known as Dadus. A local civil society organisation, the Akhil Bhartiya Samaj Sewa Sansthan (ABSSS) has adopted a multi-pronged approach to simultaneously address three sets of issues which it felt were crucial for improving the lot of the Kols.

In addition, land reform combats social injustice while achieving sustained economic growth.

    Local governance has become increasingly significant as devolution from central and provincial levels is being attempted in India as a result of the enactment of the 73rd and 74th Amendment of the Constitution in 1993. The essence of local self governance is to enable a small community to maintain access and control over their natural and physical resources, to take collective decisions in the common public good and to provide resources in priority developmental actions. Another dimension of local self governance is to demand accountability from people in public positions.
