The IGTN Advocacy Document for the 5th WTO Ministerial Meeting that was held in Cancun, Mexico in September 2003 focuses on these four issues and identifies critical advocacy positions for each of them. With regard to agriculture, the IGTN asserts that control over agriculture by states rather than the WTO would ensure that small-scale and subsistence farmers have control over farming and food supply; a particularly important concern for women around the world who are those responsible for ensuring household food security and managing family farms.

It is often assumed that transferring land to rural households will provide people with valuable assets that can be productively used to enhance their livelihoods. Unfortunately, few rural people or land reform beneficiaries are perceived to be using land productively because they do not engage in significant commercial production for the market. Transferring land to subsistence users is therefore seen as a waste of resources.

This report contains very firm criticism of the SPDC for the crackdown on the NLD and in particular the 30 May attack on an NLD convoy when a number of NLD supporters were killed and others, including Daw Aung San Suu Kyi, were detained. He considers that these actions have set back the dialogue process, perhaps terminally.

Although soil fertility is recognized as a primary constraint to agricultural production in developing countries, use of fertilizer in Sub-Saharan Africa is declining. Smallholder farmers still rely heavily on livestock manure for soil fertility management. To explore the determinants of soil fertility management practices, including both the use of cattle manure and inorganic fertilizer, data are used from a sample of 3,330 geo-referenced farm households across Central and Western Kenya. A bivariate probit model is applied to jointly examine the use of the two technologies.
