    How do we measure the success of agrarian transformation? Land reform, in- terpreted in the transition context as privatization of land with the associated is- sues of land market development and the restructuring of traditional large farms, is only one facet of a multi-dimensional process of transition to a market-oriented agriculture. However important land reform is, success requires progress in all relevant dimensions.

    Singapore, whose land area is approximately 660km2, is one of the most densely populated cities in the world. In the 2001 Concept Plan, the Urban Redevelopment Authority estimated that Singapore would need 800000 more homes or 6400 ha of land to cater to a projected population of 5.5 million. Considering other competing demands for land resources, the 2001 Concept Plan has suggested constructing taller buildings. Thus, in August 2001, the Housing and Development Board initiated the development of a new 50-storeys public housing design.

Article 10 of the 1982 Constitution upholds the Chinese land policy that reflects the traditional view of socialism - land of the country must be owned by the country (State) or its agricultural Collectives.     All fourteen major peacebuilding missions launched between 1989 and 1999 shared a common strategy for consolidating peace after internal conflicts: immediate democratization and marketization. Transforming war-shattered states into market democracies is basically sound, but pushing this process too quickly can have damaging and destabilizing effects. The process of liberalization is inherently tumultuous, and can undermine the prospects for stable peace.

    ACIAR funded a collaborative project between research organisations in Southeast Asia for ILRI and regional partners to explore new ways to control helminth parasites in the tropics. The project aimed to increase small ruminant production in Southeast Asia by controlling internal parasites, which are one of the major constraints to sheep and goat production in the tropics. Control of internal parasites also provides an avenue for general improvement in husbandry methods.

    The "Ruhuna Basins" defined for this case study encompass three of the main rivers that flow through ancient Ruhuna, including the longest and most important river in the region, Walawe. The Ruhuna basins are important in the broader Sri Lankan context, the basin being the location of a major hydropower plant, irrigation schemes that make a significant contribution to national food production, and important nature reserves.
