    Local and indigenous communities across the world are advancing innovative sustainable development solutions that work for people and for nature. Few publications or case studies tell the full story of how such initiatives evolve, the breadth of their impacts, or how they change over time. Fewer still have undertaken to tell these stories with community practitioners themselves guiding the narrative. The Equator Initiative aims to fill that gap.

    Indonesia’s forests have been disappearing rapidly since the 1980s: 1.8 million hectares per year are estimated to have been deforested between 1985 and 1997. Consequently, there is a possibility that in some areas, the forests will cease to function as a viable resource base in the near future.This paper examines the role of economic incentives in causing deforestation, focussing on policies that distort prices and create the conditions for unsustainable harvesting.

    The study was based on initial research during 2000 and 2002 in the districts of Kapuas, Central Kalimantan, supplemented with interviews with policy makers in Jakarta during July-August 2001. This paper considers how the decentralization process involves legal and institutional changes that encompass a wide arrary of actors, institutions and levels of government. It raises issues of coordination, negotiation and conflict across multiple levels and jurisdictions.

    In recent years, the traditional public right to fish in dital waters has been supplanted by limitations on access to the stocks, particularly for commercial fishers. This is achieved by statutory schemes establishing rights of varying natures. Where these rights are fully established, they highlight the legal characteristics of property. This study is a contribution by the FAO Development Law Service to teh discussion on rights-based systems in fisheries management from a legal perspective.
