The study describes the experiences of Kompong Phluk, a Khmer community that has been attempting to protect its flood forests and fishing grounds for the past fifty years. The authors examine how the community, assisted by the FAO project, has developed a resource management organization, formulated rules and regulations, sought government approval, and designed a comprehensive resource management plan. The report also details some of the challenges and issues that they have faced in the process.

ABSTRACTED FROM THE MISSION STATEMENT: The primary purpose of his mission was for the Special Representative to update himself on the human rights situation in Cambodia for his report to the 61st session of the Commission on Human Rights. He paid particular attention to the management of land and natural resources, the continuing problem of impunity, and to corruption which impacts negatively on the realisation of a range of human rights and distorts the allocation of economic resources so as to further exacerbate existing inequalities.

It was conducted as part of a project to understand the types, causes, and impacts of conflicts over forest resources at the community level in selected Asian countries and to assess methods to avoid, reduce, and monitor conflicts. Information is provided on underlying causes of forest conflict in Cambodia, the context and nature of this conflict, and approaches for mitigation.
