The focus of this exercise was on issues connected with a possible substantial increase in the agricultural loan asset portfolio of ProCredit Bank. This summary outlines the type of client who could be targeted by the bank – the core borrowing group, the ways in which the bank could market its services to the desired core clientele, the type of loans for which a demand is clear, the enterprise types for which credit-financed investment appears to be most profitable, the regional considerations and, finally, the personnel requirements within the bank.

In particular, water scarcity is a major threat to achieving food security and reducing poverty. Better water management, therefore, is critical to reaching international targets to halve the proportion of people without access to drinking water by 2015.

One was the UNHABITAT Resolution on “Women's Role and Rights in Human Settlements Development and Slum Upgrading” and the other was the Commission on Human Rights Resolution on “Women's Equal Ownership, Access to, and Control over Land and the Equal Rights to Own Property and to Adequate Housing”. These resolutions recognised the violation of women's property rights as a violation of fundamental human rights and the UN's commitment to stop such violations.

This volume is one of the products the project generated to meet these expanded expectations. At the time this volume was published these guidelines had been successfully employed in six municipalities of Bosnia and Herzegovina. The experience in each of these municipalities has been unique, but that was an expected result in light of the first three goals listed in the previous paragraph. However, the most important outcome of all is that the process is continuing in all six of these municipalities.
