Across the developing world the way in which land is controlled and managed has been steadily changing. In the past fifty years, community ownership has increasingly given way to privatization. The impact of this change on social equity and on the environment is a key issue that interests conservationists and politicians alike.

Across South Asia, many rural people use common land to harvest naturally-growing plants, grow crops and feed their livestock. Increasingly this activity is being commercialized as farmers move to sell the produce they obtain. Despite the importance of this development to village people, its overall effect is uncertain and there are fears that it will damage the environment.

A tragedy of the commons is unfolding in the rangelands of West Asia and North Africa (WANA), where land is either public or collectively owned. Overgrazing under this land tenure has led to severe land degradation and soil erosion. Poverty and environmental degradation are intertwined in this low-rainfall region, where more than 38 million people live in rural areas and depend mainly on agriculture. Traditional rangeland grazing provides fodder in winter and spring, while in summer and autumn the animals browse cereal stubble and other crop residues.

The illegal and irregular allocations of public land as chronicled in the Ndungu Report amount to a rip-off that dwarfs the Goldenberg and Anglo-Leasing scandals. Our analysis in this first issue in the series covers Karura, Ngong Road and Kiptagich forests and suggests a loss of public resources in excess of Ksh.18.4 billion. The Ndungu Report covers ten other forests as well as other public land, ranging from road reserves to cemeteries to public toilets and even State House land. As we cover these in future issues of the series, the cumulative loss will certainly be astounding.

In Turkey, to adapt EU's Common Agricultural Policy (CAP), the Agricultural Reform Implementation Project (ARIP) has been carried out. However, due to inadequate spatial data infrastructure, the effectiveness of the projects within the ARIP has been considerably weak. In this study, some investigations were held within the Directorate of Ministry of Agriculture and Rural Affairs (MARA) in Trabzon Province. In the light of the investigations and legislative-technical works on the application of the CAP in EU as well, basic necessities were determined.
