This e-newsletter issue argues for the prioritization of Sustainable Land management (SLM), given the dependency of the livelihoods of local communities on land and land resources. There are existing legal and legislative frameworks for citizens’ participation in decision making and development, however practice to date does not reflect effective participation of districts in central government planning, and sub-counties in district level planning. The report outlines barriers to policy development and practices as well as reparative policy reform proposals.

Ten IDRC-supported community forestry projects in six countries were selected for this synthesis study. Access to land is highly dependent on social status (ethnicity, social class) and family status (position in the household) of individuals. Women's access to land varies according to eco-geographical zones and as well, is dependent on their particular position and rank in the family household. Despite a formal recognition of the right of women to land in the Senegalese national Strategy for Gender Equality and Equity (SNEEG), social or cultural claims are always made to justify their limited access to resources.

REDD+ is based on the right to benefit from (or to be compensated for) reducing forest-based emissionsn of greenhouse gases, either through fund-based payments, carbon market payments, or a combination of these. But who can claim this right? Should an entitlement to payment depend on who owns the so-called "carbon rights"? This raises a number of legal issues, including how to define and allocate carbon rights in national REDD+ frameworks.

In this issue RECOFTC explores the importance of trust in REDD+, why the success of REDD+ depends on trust, and how trust may need to come with its own set of warnings.
