    IAI projects funded by the US National Science Foundation (NSF) and Canada's IDRC included support of research in the La Plata Basin, which has experienced extensive land use changes. Projects examine the effects of hydrological and climate change on agriculture, as well as how land use feeds back into effects on regional hydrology and climate, both economically and socially. Several articles in this newsletter present results of these interactions, such as an economic analysis of flooding, effects on soil carbon stocks, and drivers of land use change.

    REDD+ is based on the right to benefit from (or to be compensated for) reducing forest-based emissionsn of greenhouse gases, either through fund-based payments, carbon market payments, or a combination of these. But who can claim this right? Should an entitlement to payment depend on who owns the so-called "carbon rights"? This raises a number of legal issues, including how to define and allocate carbon rights in national REDD+ frameworks.

    How can REDD+ benefit from the lessons of community forestry? 

    The Forest Governance Learning Group brought together 12 experts from India, Indonesia, Nepal, Philippines, Vietnam, and the UN-REDD Programme to discuss how community forestry strengths and shortcomings can influence the further development of REDD+. This booklet summarizes their responses to nine timely questions and provides recommendations for future steps.

    International discussions on REDD+ and climate change have explicitly addressed the needs of indigenous peoples. However, to date, efforts to link REDD+ and climate change activities to the specific protection of rights of women have been very limited. This brief explores how REDD+ planning and implementation can and should enhance the conditions of rural women in Asia and the Pacific.

    RECOFTC has made significant institutional progress during 2009–2010, building upon the solid foundation set during the first year of the Strategic Plan. An increase in national-level staff has added muchneeded representation and visibility for the organization’s focal countries. This has enabled us to increasingly be at the forefront of community forestry developments on the ground, to react quickly to emerging trends, and to gain better access to new partners and donors.

    This will ensure more sustainable ecosystems and improved rural livelihoods. Emphasis is given to building on local knowledge by using existing data, social capital, research linkages, partnerships and proven methodologies and technologies in the region thereby ensuring the sustainability of the impacts achieved. The Initiative also draws from a wide pool of multi-disciplinary expertise from within and outside the region and targets the three major agro-ecosystems in the region – rainfed, irrigated and rangeland.
