Smallholder farmers in Georgia face multiple challenges, including low productivity and poor access to the inputs and capacities that they need. Oxfam and its partners are implementing a programme that aims to increase agricultural productivity and support the competitiveness of smallholder farmers. The project works with smallholder farmers to establish and strengthen business-oriented farmer groups. The project also promotes changes to national policy and legislation, in order to create a more conducive environment for their development.

Shifting cultivation is a dominant form of farming in the eastern Himalayas, practised by a diverse group of indigenous people from the most marginalized social and economic groups. The survival of these indigenous people and the survival of their forests are inextricably linked. However, policy makers and natural resource managers perceive shifting cultivation to be wasteful, destructive to forests, and unsustainable.

In this discussion paper, we explore the policy environment related to rural-urban linkages and migration in Ethiopia, and analyze how the policies are impacting rural transformation. Section 2 describes conceptual issues and the theoretical framework that establishes the connection between RULs, rural-urban migration, and rural transformation. Section 3 outlines the policy landscape pertaining specifically to land and labor in Ethiopia, and analyzes the impact these policies have on migration behavior and rural transformation.

This paper establishes that the Caloric Suitability Index (CSI) dominates the commonly used measure of agricultural suitability in the examination of the effect of land productivity on comparative economic development. The analysis demonstrates that the agricultural suitability index does not capture the large variation in the potential caloric yield across equally suitable land, reflecting the fact that land suitable for agriculture is not necessarily suitable for the most caloric-intensive crops.

Innovative approaches to addressing poverty and inequality are being carried out successfully in cities around the world. Many are led by energetic grassroots women’s groups, community organizations and local government bodies. The challenge is to build on these individual success stories to identify more comprehensive solutions. The project was designed to support the systematization and dissemination of these practices and policies, and to build capacity and raise awareness.

    Cambodge

The Cambodian government redistributed 1.2 million hectares, some revoked from economic land concessions (ELC), to more than 710,000 smallholders as private ownerships (2013-2014). The paper outlines key steps for granting new land concessions and improving the efficiency of existing ELCs (or similar large-scale state land licences). Cambodia’s excessive large-scale state land concessions have adversely affected the livelihoods and land tenure rights of local people, threatening the country’s rich biodiversity and restricting access to land especially for new farmer households.

    Madagascar
