With an estimated loss of up to 20 million ha of forest over the past decade, deforestation in Indonesia has come to the forefront of global environmental concerns. Indonesia is one of the most important areas of tropical forests worldwide. In addition to providing a multitude of benefits locally, including both products and services, these forests are also of global importance because of their biodiversity and the carbon they sequester.

A theory of land market activity is developed for settings where there is uncertainty and private information about the security of land tenure. Land sellers match with buyers in a competitive search environment, and an illiquid land market emerges as a screening mechanism. As a consequence, adverse selection and an insecure system of property rights stifle land market transactions. The implications of the theory are tested using household level data from Indonesia.

In order to stimulate revenue mobilisation and local autonomy, some governments decentralise property taxes to the municipal level. Indonesia did so in a gradual process between 2010 and 2014, transferring responsibility for the rural and urban land and building tax to its nearly 500 cities and districts. But has this so-called devolution led to strengthening the property tax as a source of public revenue? The present study explores whether decentralisation leads to a better use of the land and building taxation potential in Indonesia.

Analysing bureaucratic responsibilities influencing tropical rainforest transformation systems
Publication évaluée par des pairsfévrier, 2015IndonésieTropical forests in Indonesia are subject to major transformation processes from native forests to other land uses, including rubber agroforestry as well as rubber and oil palm plantation systems. Using content analysis of policy documents, this paper aims at (i) analysing the formal administrative responsibilities related to the four rainforest transformation systems and (ii) based on the informal motives of the competing bureaucracies involved generating hypotheses on their future course of action and related research.

The deforestation-free movement (or zero-deforestation) has emerged recently in a context of lower state control, globalization and pressure on corporations by nongovernmental organizations (NGOs) through consumer awareness campaigns, acknowledging the essential role of agricultural commodities in deforestation. It takes the form of commitments by corporations to ensure that the products they either produce, process, trade or retail are not linked to forest conversion.
