   This Decree, consisting of 4 Chapters, regulates the selection process for the families beneficiary of the National Agrarian Reform. This Decree specifies the following issues: the selection of families candidates for being beneficiaries of the National Agrarian Reform Programme - PNRA, the verification of the beneficiary's conditions for staying in the Programme and the illegal occupation of the settlement projects, the provisional and definitive titling of the granted plots and the allocation of the remaining areas belonging to the land reform settlement projects.

   This Decree approves the General Regulation for Land Concession. This Regulation, consisting of 10 Chapters, specifies the general basis of the legal regime defined by Law No. 9/04. It establishes the legal framework for the concession of free lands within the Republic of Angola. It does not apply for private property lands, which will be regulated by the Civil Code. This Regulation aims at: defining the process of concession, recognition, transmission, usufruct and the end of rights on such lands.

   This Presidential Decree approves the mid-term Development Plan 2009-2013 for the Province of Huíla (in the Annex). The above mentioned Plan specifies the projects prescribed by the General Budget of 2012 under the Development Programme of this Province.
