    This paper undertakes a comparative analysis of rural-urban land conversion policies in China and Vietnam, and examines the ideology of the state in land policymaking under a market socialism environment. It argues that land policies in both countries include ambiguous boundaries, which allow the socialist state to legitimize its politico-administrative power in land management and retain strong intervention capacity in the land market.

    Increasing global demand for natural rubber began in the mid-2000s and led to large-scale expansion of plantations in Laos until rubber latex prices declined greatly beginning in 2011. The expansion of rubber did not, however, occur uniformly across the country. While the north and central Laos experienced mostly local and smallholder plantations, rubber expansion in the south was dominated by transnational companies from Vietnam, China and Thailand through large-scale land concessions, often causing conflicts with local communities.

    Statutory recognition of rural communities as collective owners of their lands is substantial, expanding, and an increasingly accepted element of property relations. The conventional meaning of property in land itself is changing, allowing for a greater diversity of attributes without impairing legal protection.

    Land-titling programs, land and forest allocation programs, and projects on state-allocated land for development and investment in Laos have been key drivers of change in land tenure. These have triggered major shifts in land use rights, from customary, to temporary, and then to permanent land use rights. This article explores how government programs to grant land use rights to individual households have affected the way people have been able to acquire and secure land tenure.

    Over the last decade, there have been considerable concerns raised regarding the social and environmental impacts of large-scale land concessions for plantation development in various parts of the world, especially in the tropics, including in Laos and Cambodia. However, there is still much to learn about the various connections and interactions associated with reactions to what are often referred to as “land grabs”, and the ways they are associated or not associated with broader social movements and networks opposed to land grabbing.

    Increased global demand for land underscores the need for well-designed, country-level land policies to protect long-held rights, facilitate land access, and address constraints to growth. However, reforms are often technically complex, politically sensitive, and time consuming. It is thus critical to identify priority issues in a participatory way, have a clear understanding of how they fit into the broader policy context, and be able to monitor improvements over time.

    The paper aims to identify the rationality of peasant communities and their contribution to rural development in Kampong Thom province. To do so; an interdisciplinary analytical framework addresses the dynamics of land use and land tenure; the strategies of labor force allocation as well as the determinants of land and labor agricultural productivities amongst peasant communities. It rests on details field surveys in two communes located in very distinct agro-ecological settings of Kampong Thom province.

    In the context of transition to a more open form of government, the Myanmar government has begun to liberalize land markets and, in 2012, enacted two major land-related laws. Implementing these new land laws has proven challenging, however, as it has been difficult to integrate these laws with the existing customary practices of various ethnic minorities. To address these and other issues UN-HABITAT Myanmar is assisting the Myanmar government in developing a Land Administration and Management Program (LAMP).

    ABSTRACTED FROM THE INTRODUCTION: This report shows how, contrary to Cambodia’s obligations under international human rights law, those affected by evictions have had no opportunity for genuine participation and consultation beforehand. Information on planned evictions and on resettlement packages has often been incomplete and inaccurate, undermining the right to information of those affected.
