    The purpose of this Decree is to provide for matters delegated by the Act on Acquisition of and Compensation for Land for Public Works Projects and matters necessary for the enforcement thereof. The text – consisting of 51 article – deals with the following aspects: Application for Adjudication on Compensation for Loss (art. 6-2); Procedure and Methods for Consulation (art. 8); Hearings (art. 11); Service of Composition Deed (art. 7); Temporary Land Utilization Status (art. 38); Determination on Remaining Land (art. 39).

    This Law is composed of 7 Parts divided into 68 articles. Part I deals with fundamental principles and general provisions. Part II provides for regulating the environment protection especially the following matters: environmental planning; Environment National Council; financing environment protection through the establishment of a national environmental fund; and the mechanism of environmental pollution control. Part III refers to the Environment Information System and the participation in environment management and protection. Part IV relates to the Environmental Impact Assessment.

    The Order regulates protection measures for the sustainability of coastal zones of the sea, water objects and rivers of Georgia, as well as provides for the state supervision and liability issues for negative erosional processes in the same zones. According to the Order, these regulations are oriented towards an integration of the interests of multiple sectors in order to enhance the sustainability of social and ecosystems.

    The methods used to value tropical forests have the potential to influence how policy makers and others perceive forest landsforestlands. A small number of valuation studies achieve real impact. These are generally succinct accounts supporting a specific perception. However, such reports risk being used to justify inappropriate actions. The end users of such results are rarely those who produced them and misunderstanding of key details is a concern. One defence is to ensure that the ultimate users appreciate shortcomings and common pitfalls.

    This paper first provides a brief overview of what are and what represent forest ecosystem services. Then it considers the issues of price and valuation, and shows that valuation itself is not a solution but merely a tool. Considering then the reasons of the overall degradation of forest ecosystem services it shows that the main reasons tend to be fundamental: deforestation most often happens because it pays for local people - not so much because the institutionally created arrangements are perverse.

An increasing number of countries are introducing policies to decentralize the provision of rural services but very often local levels of government have insufficient funds to carry out these newly decentralized responsibilities. Raising revenues through property taxes on rural land represents one way to improve the capacity of local levels to deliver services.
