Forests, trees and woodlands cover almost one-third of the Earth’s land area. They are a crucial source of food and income for more than a billion people around the globe. They provide a variety of wood and non-wood products and vital ecosystem services – preventing erosion from wind and water, preserving water quality, shading crops and livestock, absorbing carbon which contributes to countering climate change, and providing habitat for many species of plants and animals, thus helping to conserve the planet’s biological diversity.

This Complementary Law, consisting of 42 articles divided into seven Chapters, establishes the Planning and Territorial Planning System of the State of Roraima. This occasional paper is the result of research carried out from 2006 to 2008 on the effects of new tenure rights for forest-based communities in Latin America on access to forest resources and benefits. Focused on seven different regions in four countries, the paper examines changes in statutory rights, the implementation of those rights in practice, and the extent to which they have led to tangible new benefits from forests, particularly to new sources of income.

This study adopts an institutional approach to analyze the way in which informal rules, in their interaction with formal rules, shape the use of forest resources by diverse types of smallholders and communities (i.e., indigenous people, agro-extractive and traditional communities) in Latin America. Attention is given to understanding the ‘working rules’, comprising both formal and informal rules, that individuals use in making their decisions for land and forest resources access and use, which in turn affect benefits generation and distribution from such resources use.

The outlook paper for Lao PDR reviews the state of the forestry sector and draws attention to the need for political commitment to the forestry strategy 2020 to bring the forests in the country under sustainable management and provide a firm basis for rural development. Without significant policy support, forest and forestry in Lao PDR will continue to be overwhelmingly influenced by the regional resource economy during the next decade.
