    This platform provides an introduction to the concepts surrounding community monitoring, based on the "Contracting Roadmap" developed by the World Bank Institute. It is appropriate for civil society organisations who are exploring whether they can monitor procurements, butit also applies to any entity interested in contract and project monitoring. It explains the different types of monitoring and different approaches, how to access data and general rules in what to do with it afterwards in the analysis.

    The constitution of Kenya 2010 established a devolved system of governance with 47 County governments. The constitution in schedule four also transfers service delivery in health, water and agriculture sector among other functions to county governments.

    Devolution is one form of decentralization. Decentralization is defined as the process of dispersing power from the centre to lower levels of government. The other forms of decentralization include de-concentration, delegation and privatization. De-concentration transfers implementation powers to lower regions or sub- national units that implement decisions made at the centre. The responsibility for service delivery and decision making under delegation is passed to semiindependent territorial or sub-national units.

    The land challenge is central to the broader youth dynamics of migration, employment, livelihoods and belonging. The more than 1.8 billion youth living worldwide represent not only a land challenge, but an untapped potential in moving the tenure security agenda forward. Recognizing this, the Global Land Tool Network has partnered with UN-Habitat to develop youth responsive land tools through the Youth-led Action Research on Land program. Five action research projects will be undertaken by youth organizations in Brazil, Kenya, Nepal, Yemen and Zimbabwe.
