    This paper examines the various ways in which migrant settlers have gained and maintained access to land in the informal urban settlements of Wewak, the provincial capital of East Sepik Province, Papua New Guinea (PNG). Urban population growth in PNG and in Pacific Island states more generally is predicted to grow rapidly over the next two decades. Given the limited availability of formal housing for lower income people, it is likely that many will live in informal urban settlements on land owned by customary landowners.

    The problems that river basin institutions in the developed world successfully address?such as pollution, sediment buildup in rivers and the degradation of wetlands?are not the top priorities for Indian policy makers and people. The items that do top Indian agendas?providing access to water for drinking and growing food, eradicating poverty, and stopping groundwater overexploitation?are either unresolved in the developed world or have become irrelevant due to economic development.

    This document provides background information for project PNG/85/001. A synthesis of knowledge of various aspects of the Sepik and Ramu River catchments is provided. The information is presented in relation to project objectives and activities. Most sections have been summarised from existing books and other information (quoted where relevant) but have been placed within the context of the Sepik and Ramu rivers and project PNG/85/001. The subjects covered here are relevant to fisheries related matters and this is explained later in the Discussion section.
