This 2018 Article IV Consultation highlights that Mali’s economic recovery continued in 2017 amid persistent security challenges. GDP growth remained robust, at an estimated 5.3 percent supported by good harvests and robust domestic demand. Inflation was subdued, remaining well below the regional ceiling. The 2017 fiscal outturn and the 2018 budget are in line with the program targets and the goal of converging to the West African Economic and Monetary Union’s regional fiscal deficit norm of 3 percent of GDP by 2019.

The present study aims to clarify the various issues regarding land security of poor and other marginalized groups in Malian rural areas. It looks into questions relating to how poor and vulnerable groups obtain access to land and natural resources, and what factors cause their exclusion. It analyzes existing methods for formalizing land rights and land transactions and their impacts on the poor.

In the Sahelian rangelands biomass production is constrained by soil moisture in the drier (100-250 mm) parts and by soil nutrients in the wetter parts. Similarly, for a given Sahelian range, nutrient deficiency would be more prominent in good than in poor rainfall years. To test this hypothesis, fertiliser trials were carried out at sites distributed along the bioclimatic gradient in the Gourma (Mali) over contrasting rainfall years between 1988 and 1992.

This chapter investigates the options for improving the performance of small ruminants interms of their contribution to household incomes. The characteristics of the existing production system are first sketched in order to identify the resource requirements and constraints of the system. Based on this imformation, a steady-state flock model is then developed and used to assess the impact of variation in growth, reproduction and mortality rates production.

This study identifies the causes of the observed differences in flock productivity in a central Malian village, in a rainfed millet agropastoral subsystem. Small ruminant productivity, management factors and socio-economic characteristics are analysed. The causes leading to the observed differences in small ruminant productivity are related to the owner's socioeconomic characteristics, to his management strategies or to preferences for one or the other small ruminant species.

This paper deals with foraging behaviour of cattle grazing semi-arid rangelands in the Sahel of Mali. It discusses the location of study site, vegetation in the grazing orbit, herd management and livestock behaviour. Results on seasonal variation in feed supply, selection of the annual grazing orbit in accessible land and of the daily route in the grazing orbit, selection of herbage mass patches within landscape units and selection of species are also presented in the paper.
