The Thailand Land Titling Project is an outstanding success story of inter-agency cooperation and received the World Bank Award for Excellence in 1997. It was designed as a four-phase project over 20 years and will finish in 2004. The project partners the Royal Thai Government, the Bank, and the government of Australia provided funds and personnel, with the Australian Agency for International Development (AusAID) supplying technical assistance and training programs to the Department of Lands (Thailand).

Cadastral maps can be used as an effective initial set of data for new street maps in particular, and any type of large scale map project in general. This is due to a) a high degree of currency and accuracy of the digital cadastral database (DCDB); b) DCDB’s overall high level of reliability in terms of completeness; and c) the availability of DCDB to the public. It is within the context of these three notable features that the Australian and Bruneian experiences with DCDB are examined.

In addition, some cadastral terminology is vague or ambiguous, which is why omission of the explicit sense and context of a particular term may bring obscurity to international comparisons and analyses. The concept legal coordinated cadastre (and kindred expressions), occasionally mentioned in connection with visions and plans of cadastral modernisation, is discussed here in order to clarify possible meanings and implications.

Increasing demographic pressure, economic development and resettlement policies in the Lower Mekong Basin induce greater population dependency on river flow to satisfy growing domestic and agricultural water demands. This dependency is particularly tight in upland areas where alternative water resources (groundwater) are scarce. As a result, communities tend to live closer to rivers, and so are more vulnerable to floods. This situation requires improved knowledge of flow variability for better management of water resources and risks.

Availability of rainfall time-series is limited in many parts of the World, and the continuity of such records is variable. This research endeavors to extend actual daily rainfall observations to ungauged areas, taking into account events of rainfall as well as cumulative total daily rainfall, over a period of 11 years. Results show that rainfall events histograms can be reconstructed, and that total cumulative rainfall is estimated with 85% accuracy, using a surrounding network of rain gauges at 30-50 Km of distance from the point of study.
