    The objective of these Regulations, consisting of four sections and one Form, is to prescribe the method for calculating the reasonable costs of negotiating land use activities.     This Act aims at preventing soil erosion and damages to public land caused by vehicular traffic. Under section 5, the Governor in Council may declare any public land to be an erosion hazard area, and the Act provides for the management of such areas.
