The framework provides guidance to policy makers on how to approach the question of shared use. It highlights the operational models that are necessary for implementation, the key-success factors, the enabling conditions and how to ultimately better coordinate major investments in physical infrastructure by privately-owned natural resource concessionaires with national infrastructure development plans. Current research has focused on human rights issues related to inward investment in land but has been ignorant of water resource issues and the challenges of managing scarce water. This handbook will be the first to address inward investment in land and its impact on water resources in Africa.

Recently dubbed “Africa’s Lion” (in allusion to the discourse around “Asian Tigers”), Ethiopia is celebrated for its steady economic growth, including a growing number of millionaires compared to other African nations. However, as documented in previous research by the Oakland Institute, the Ethiopian government’s “development strategy,” is founded on its policy of leasing millions of hectares (ha) of land to foreign investors.
