Customary land is increasingly recognised as an important governance issue in Papua New Guinea (PNG).
The aim of this paper is to identify challenges associated with land administration, land governance and land
dispute resolution in PNG as perceived by stakeholders; and to find potential strategies for promoting bankable

On July 21, 2011 the then Acting Prime Minister Sam Abal announced the establishment of a Commission of Inquiry to investigate 77 land leases which were issued under the Somare government’s Special Agriculture & Business Leases (SABL). Anecdotal evidence suggests that conflicts over land and extractive resource developments are on the rise across Papua New Guinea. These micro-level conflicts have the potential to scaleup and feed into large-scale armed conflicts—such as those that occurred on Bougainville and in neighbouring Solomon Islands—which require costly external intervention. Against this backdrop, this paper examines PNG’s legally-mandated land mediation system in theory and practice. A number of weaknesses are identified and described; and a case study of an apparently successful “hybrid” approach is discussed.

Cadastral maps can be used as an effective initial set of data for new street maps in particular, and any type of large scale map project in general. This is due to a) a high degree of currency and accuracy of the digital cadastral database (DCDB); b) DCDB’s overall high level of reliability in terms of completeness; and c) the availability of DCDB to the public. It is within the context of these three notable features that the Australian and Bruneian experiences with DCDB are examined.
