    This book delivers new conceptual and empirical studies surrounding the design and evaluation of land governance, focusing on land management approaches, land policy issues, advances in pro-poor land tenure and land-based gender concerns. It explores alternative approaches for land management and land tenure through international experiences. Part 1 covers Concepts, debates and perspectives on the governance and gender aspects of land. Part 2 focuses on Tenure-gender dimensions in land management, land administration and land policy.

    The study uses five rounds of household panel data from Tigray, Ethiopia, collected in the period 1998–2010 to assess the impacts of a land registration and certification program that aimed to strengthen tenure security and how it has contributed to increased food availability and thus food security in this food-deficit region. Our first survey took place just a year before the intervention (the land certification program).

    The paper utilizes household panel data to investigate whether the land rental market can facilitate improved access to land for land-poor tenant households over time and thereby facilitate expansion of their farming activity. The paper utilizes data 8-17 years after land certification to assess the long-term effect of land certification on the allocative efficiency in the land rental market in areas where land certification stimulated land renting in the early years after certification.

    We investigate the extent of variation in output sharing in land rental contracts and alternative hypotheses to explain this variation. Close to half of the rental contracts in our study in northern Ethiopia have output shares that deviate from the dominant 50-50 equal sharing. Variation in land quality, the relative bargaining power of landlords and tenants, production risks and shocks are hypothesized to influence output shares. Matched data of landlords and tenants are used.

    Several studies have shown that the land registration and certification reform in Ethiopia has been implemented at an impressive speed, at a low-cost, and with significant impacts on investment, land productivity, and land rental market activity. This study provides new evidence on land productivity changes for rented land and on the welfare effects of the reform. The study draws on a unique household panel, covering the period up to eight years after the implementation of the reform.

    Ethiopia has implemented one of the largest, fastest and cheapest land registration and certification reforms in Africa. While there have been evidences of positive impacts of this land reform in terms of increased investment, land productivity and land rental market activities, the government is now piloting another round of land registration and certification that involves GPS measurement and computer registration.

    This paper assesses factors related to local land border conflicts and how low cost land registration and certification has affected land conflicts during and after land registration and certification using data from northern Ethiopia. Border conflicts were more common near district centers, further away from markets, and where property rights had been redistributed more recently.

    This working paper is an output from the research project “Youth Business Groups for Sustainable Development: Lessons from the Ethiopian Model” that is funded by Research Council of Norway under the NORGLOBAL2 research program for the period 2019-2022. This working paper provides a summary of baseline survey data collected in the period January-May 2019 primarily from 2427 sampled members of 246 active youth business groups in four districts in the Tigray Region of Ethiopia.

    We study the link between Ethiopia’s Productive Safety Net Program (PSNP) and short-run nutrition outcomes among children age 5 years and younger. We use 2006 and 2010 survey data from Northern Ethiopia to estimate parameters of an exogenous switching regression. This allows us to measure the differential impacts of household characteristics on weight-for-height Z-score of children in member and non-member households in PSNP. We find that the magnitude and significance of household covariates differ in samples of children from PSNP and non-PSNP households.

    Continued strong population growth in already densely populated rural areas in parts of Sub-Saharan Africa makes it harder for youth to choose agriculture as their main source of income. We investigate whether near landless youth still can access rented land as a complementary source of income. We utilize a unique data of rural youth that have been allocated rehabilitated communal land to form formalized business groups for joint business activity. They rely on complementary sources of income and land renting is one of these.
