    The Secretariat has the honour to present to the Human Rights Council the report of the Special Rapporteur on the rights of indigenous peoples, prepared pursuant to Council resolution 33/12. In the report the Special Rapporteur briefly refers to the activities undertaken since the submission of her last report, provides a thematic study on attacks against and the criminalization of indigenous human rights defenders and reflects on available prevention and protection measures. She concludes with recommendations on how various stakeholders can prevent violations and improve protection.

    This report comprises of a comprehensive assessment of the status of land governance in the Indian state of Odisha, by using the World Bank’s Land Governance Assessment Framework (LGAF) during 2013-1014. This report presents its findings. The assessment was taken up in nine distinct thematic areas of land governance as envisaged in the LGAF.

    Land in the Zeliangrong community is controlled under the customary land tenure system in which the village owner (Nampou) governed granting equal access to all the families within groups with common lineages. The increase in complexity due to rapid changes in domestic situation through government policies led to the alteration of traditional land tenure systems in Tamenglong District.
