Since 1988 the ejido sector in Mexico has been buffeted by a series of policy changes and exogenous shocks that have brought into question the agricultural viability of the sector as a whole. These changes -trade liberalization, privatization, falling subsidies, the abolition of price controls, macroeconomic shocks, devaluation and momentous changes in the legal framework governing land use in the ejido- have led to a radical reordering of the policy framework and incentive structure under which the farmers of these communal lands operate.

The various legal, political, economic and social perspectives that have influenced the land reform discourse in Kenya are examined. The historical perspectives of the land question in Kenya are outlined, and the factors that shaped the content of Kenya's land law and attendant institutional and constitutional regimes are addressed. The operationalization of the legal regimes and policy frameworks emergent from the colonial legacy is also extensively dealt with, focusing on the way the state has sought to balance private and public interests in land through the instruments of law.

The importance of cassava relative to other crops in the cropping system was almost total; cassava was present in 70% of arable fields; maize and beans or peas were each present in 13% of arable fields and all other crops were present in 4%. Cassava was produced mostly for sale, yet it was not as important around market centers as in remote areas because imported rice and wheat products were easily accessible.

Since 1995, experiences have been gathered with the calculation of National Greenhouse Gas Inventories in Germany. Because only marginal changes of the total forested area occur in Germany, relevant changes of the balance of greenhouse gases in the forest sector are related to forest management. It was found that the increment of wood by far exceeds the harvested timber volume. Therefore, forests in Germany currently represent a significant sink for carbon (8-9 Mt C per year).

Ireland has a rapidly expanding forest estate which covers some 9/ of the land area. It is government policy to increase this to 17/ by the year 2030. Preliminary studies suggest that forestry activities have the potential to contribute significantly to the mitigation of greenhouse gas emissions. Although some studies have been carried out the determination of the carbon stores and sinks in Irish forests will require a considerable research effort in the future.

Ministry of the Environment is coordinating matters related to the unitéd Nation Framework Convention on Climate Change. National reporting of greenhouse gas inventories for land-use change and forestry category utilises forest inventory results with appropriate studies on biomass allocation and wood properties as well as national wood consumption statistics allowing to use country-specific values instead of overall default values provided in the Intergovernemental Panel on Climatic Change guidelines.
