    The recently released report of the Presidential Commission of Inquiry into the Land Law System of Kenya has sparked varying reactions from Kenyans of all walks of life. While some complain that the Commission did not complete its task per all its terms of reference, the land gurus are thrilled by the fact that the report makes many far reaching recommendations on the principles of formulating a National Land Policy Framework and the Constitutional Framework for Land Administration and Management.

    It would appear that the English common law was grafted onto Ghanaian communal societies without taking into account the differences between the early nineteenth-century capitalist economic structures and the egalitarian communal institutions of Ghana. Both systems of law reflect distinctively different economic structures. That oversight laid the foundations for the conflicts between the customary law and practice and the Anglo-American common law, its notions and conceptions of tenure.

    This paper develops and applies a new approach for analyzing the spatial aspects ofindividual adoption of a technology that produces a mixed public-private good. The technologyis an animal insecticide treatment called a “pouron” that individual households buy and apply totheir animals. Private benefits accrue to households whose animals are treated, while the publicbenefits accrue to all those who own animals within an area of effective suppression.A model of household demand for pourons is presented.

    This summary report synthesizes the central research findings of the Working Group on Resource Tenure and Land Use Planning and the Law Reform Commission of The Gambia, recommending a series of tenure policy options for both government and donor agencies. Specific programs and projects are also discussed. The team conducted a series of case studies (presented here as annexes) on the tenure situations found in different agroecological zones in The Gambia.     To improve national food security, successive Mali governments have always focused on expanding and intensifying production in the government-managed irrigation schemes (Office du Niger), which account for about 50% of domestic rice production. Because the cost of expanding and rehabilitating those schemes is high, the government is looking for complementary cost-effective ways to achieve this goal. The government could increase domestic rice supply by investing in improving the farmer-managed inland valley swamps.

    This paper examines the effects of tenure on tree management at a community level. First, several important conceptual issues arising from this particular meso-level focus are discussed. Second, a description of the key tenure and tree management issues in Uganda and Malawi is presented. In each case, data representing changes in land use and tree cover between the 1960-70s and 1990s are analyzed. In both countries, there has been significant conversion of land from woodlands to agriculture. Tree cover has been more or less maintained over time in Uganda but has decreased in Malawi.
