    I evaluate India's transition from an inward-oriented development strategy to greater participation in the world economy. While tariff rates have decreased significantly over the past decade, India is still one of the more autarkic countries. Despite improvement over the past in export performance, India continues to lag behind its South- and East Asian neighbors. Second, official debt flows have been largely replaced by foreign direct investment (FDI) and portfolio investment in the 1990s. India's ability to attract FDI would be greatly enhanced by further reforms.

    Rural poverty in India and China has declined substantially in recent decades. This welcome development has come about largely because governments in both countries have invested in agricultural research, education, infrastructure, and other areas important to the rural poor. But what kinds of investments have reduced poverty the most? A clear answer to this question can help policymakers invest limited resources in ways that most benefit the poor. Recent studies by IFPRI and collaborators in India and China show that different kinds of rural public investment pay a range of dividends.

    Child labor is widespread in developing countries, but its causes are debatable. Poverty is considered the primary reason, but many theoretical and empirical analyses show that other factors, such as lack of access to credit, poor school quality, and labor market opportunities play equal or even greater roles in the decision to have children work. This study surveys the existing literature and, taking into account urban-rural divides, aims to shed light on the debate with empirical evidence from Nepal, Peru, and Zimbabwe.
