Net farm income for most representative farms in 2011 will be lower than in 2002. Low profit farms, which consist of 25% of the farms in the study, may not have financial resiliency to survive. The new farm bill will provide higher net farm income than a continuation of the FAIR Act. Cropland prices and cash rental rates are projected to increase slightly in all regions. Debt-to-asset ratios for most farms will increase slightly throughout the forecast period. Debt-to-asset ratios for the low-profit and small-size farms are higher than those for large and high-profit farms.

Poverty is an ongoing concern and half the population continues to subsist below the poverty line. Rural women suffer the most with lower rates of literacy and fewer employment opportunities than urban women and men in general.

The report acknowledges the considerable efforts made by the Ethiopian government to address its CEDAW obligations, but cites weak enforcement, poor policy guidelines and a lack of institutional commitment as ongoing problems.

Ethiopia has combined its fourth and fifth reports to the United Nations Committee that monitors the implementation of the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW). This report outlines the status of women in Ethiopia and initiatives on the part of all government and non-governmental actors to address the goals set out by CEDAW. Institutional commitments to address gender issues are in place. However, the socioeconomic status of women, particularly in rural areas, remains lower in Ethiopia's male-biased social structures.

It is important for land managers and technical assistance specialists to be able to assess the health of rangelands in order to know where to focus management efforts. The complexity of ecological processes, and the inherent expense of directly measuring site integrity, suggests a need for an evaluation process that focuses instead on biological and physical attributes. In a collaborative effort, the USGS, ARS, BLM, and NRCS have jointly developed a system in which 17 indicators are used to gauge three attributes of rangeland health.
