    The problems that river basin institutions in the developed world successfully address?such as pollution, sediment buildup in rivers and the degradation of wetlands?are not the top priorities for Indian policy makers and people. The items that do top Indian agendas?providing access to water for drinking and growing food, eradicating poverty, and stopping groundwater overexploitation?are either unresolved in the developed world or have become irrelevant due to economic development.

    We examine the ongoing transition from centrally planned to market agriculture in rural China. In particular, we examine the devolution of land rights from village governments to villagers and the corresponding evolution of tenure security in agricultural land. We find econometric support for the statistical and economic importance of four explanations for local government behavior.

    The Project "Afforestation, Forestry Research, Planning and Development in the Three North Region of China" - GCP/CPR/009/BEL - known locally as the "009 Project", is jointly financed by the Governments of Belgium and China, with Technical Assistance by the Food and Agriculture Organization of the United Nations (FAO). Its activities are concentrated on the Korqin Sandy Lands in northeastern Inner Mongolia, a sub-region of the Three-North Shelterbelt Program. Its action field covers parts of the Inner Mongolia Autonomous Region, and of the Provinces of Jilin and Liaoning.

    Child labor is widespread in developing countries, but its causes are debatable. Poverty is considered the primary reason, but many theoretical and empirical analyses show that other factors, such as lack of access to credit, poor school quality, and labor market opportunities play equal or even greater roles in the decision to have children work. This study surveys the existing literature and, taking into account urban-rural divides, aims to shed light on the debate with empirical evidence from Nepal, Peru, and Zimbabwe.

    Data from many countries show that the concentration of poverty and malnutrition is shifting from rural to urban areas. Although many rural people move to the cities seeking to improve their well-being, they often remain mired in poverty and squalor. Rampant violence, flimsy housing, and filthy living conditions, along with hunger and malnutrition, are becoming the daily lot for more and more people as cities grow.

    In the past two decades, China has achieved world renown for reducing rural poverty. However, it is becoming harder to reduce poverty and inequality further in China, even though its economy continues to grow. This report compares the impact specific rural public investments can have on promoting growth and reducing poverty and inequality. Returns to these investments are calculated for the nation as a whole and for three economic zones in the west, central, and coastal regions of the country.
