Incentive-based programs to reduce deforestation are expected to play an increasinglyimportant role in global efforts to protect ecosystems and sequester carbon but theirenvironmental effectiveness is not clear. We investigate program effectiveness and slippage in the context of Mexico's national payments for hydrological services program, which pays private and communal landowners to maintain forest cover on enrolled lands. To measure program impacts, we use matched controls drawn from the program applicant pool to establish counterfactual deforestation rates in the absence of payments.

The tree species composition of silver fir and beech forests has changed in space and time due to a number of direct and indirect natural and anthropogenic causal factors. Forming silvicultural guidelines, therefore, requires a sufficient understanding of the ecological, historical, economic and general environmental factors that influence silver fir-beech forests.

Regions where community forest enterprises dominate the landscape have low to non-existent deforestation, sustainable forest management, enhancement of carbon stocks, forest conservation and substantial generation of sustainable livelihoods. Corruption and deforestation are also associated with some Mexican forest communities, but these regions have created a sector with hundreds of well-managed community forests that contribute to the mitigation of, and adaptation to, climate change. Some 60–70% of Mexican forests are now owned by communities.

Rights to large areas of forest have been granted to communities and indigenous peoples in Latin America, offering these groups an opportunity to participate in REDD+ initiatives. However, tenure is not always secure, and security of tenure alone is insufficient to guarantee positive outcomes for both forests and livelihoods. The question of carbon tenure rights has only just begun to be addressed, and even less attention has been given to liabilities. REDD+ initiatives provide an opportunity to consolidate indigenous territories but present a risk to those without secure land rights.

The Amazon Basin, home to approximately half of the world’s tropical forests and a quarter of global biodiversity, has experienced alarming rates of deforestation, land degradation, and loss of ecosystem services since the 1960s. These processes have largely been driven by unsustainable, low-productivity agriculture, which has left a legacy of persistent rural poverty and over 30 million hectares of abandoned or severely degraded land.

Women’s participation in decision making at the user-group level and in forest committees has been demonstrated to have a positive impact on forest sustainability. For example, women’s participation enhances forest regeneration and reduces illegal harvesting through improved monitoring. Their presence in forest user groups increases the groups’ capacity to manage and resolve conflicts, which in turn increases the likelihood that resource users will comply with and respect harvesting and use rules.

Increasing forest financing requires better communication and understanding between the forestry and finance sectors. This can take the form of joint development of financing strategies, instruments and business cases. Limited forest financing is often less about money availability than about poor access.

Climate change will likely have significant impacts on the agricultural sector in Colombia, which accounts for over one-tenth of the country’s GDP and employs over one-fifth of its population. Analyses indicate that by 2050, there will likely be significant temperature rises, more erratic precipitation, and higher pest and disease prevalence. To address the extensive socioeconomic implications of these effects, the government must prioritize adaptation, investing in regionally-based assessments; research and development; and technology transfer to and training for farmers.
