Mobilizing New Efforts to Achieve the 2015 Millenium Development Goals
Rapports et recherches
Documents de politique et mémoires
Backed by sound economic policies and until the global crisis, a buoyant global economy, many developing countries made significant movement toward achieving the 2015millennium Development Goals (MDGs), particularly those for poverty reduction, gender parity in education, and reliable access to safe water. Urbanization and climate change will define much of the 21st century. Urbanization leads to improvement in standards of living, and through the increased density and service delivery efficiency of cities, higher growth can be achieved with lower greenhouse gas emissions. Cities and urban agglomerations house more than 50 percent of the global population and contribute more than 70 percent of Global greenhouse (GHG) emissions. As the share of urban population grows, sustainable urban development emerges as an essential component in addressing climate change.

This paper provides a brief overview of the intersection of state and customary laws governing land in peri-urban settlements around Honiara, focusing on their impact upon landowners, particularly women landowners. It suggests that the intersection of customary and state legal systems allows a small number of individuals, predominantly men, to solidify their control over customary land. This has occurred to the detriment of many landowners, who have often found themselves excluded from both decision-making processes and the distribution of financial benefits from the use of land.
