A single word can describe the history of forest management in the region: conflict. Too often this happens because local people are excluded from decision-making and the benefits of forest management. REDD+ is a proposed mechanism to make forests more valuable standing than destroyed. This media brief looks at the reasons for forest conflict and how REDD+ could impact this contested terrain.

Access to land for smallholder farmers is a critical foundation for food security in Myanmar's uplands. Land tenure guarantees seem to be eroding and access to land becoming more difficult in some upland areas. If this trend continues it may have negative impacts for food security and undermine environmental and economic sustainability. This briefing paper explores the relationship between land tenure and food security, as well as key institutional and other factors that influence land access and tenure for smallholder farmers in the uplands today.

Often, when people think of drylands, they think of deserts and hostile living conditions, economic hardship and water scarcity. But that is not what drylands are all about. If managed well, drylands are often fertile and capable of supporting the habitats, crops and livestock that sustain the entire global population.

Rights to large areas of forest have been granted to communities and indigenous peoples in Latin America, offering these groups an opportunity to participate in REDD+ initiatives. However, tenure is not always secure, and security of tenure alone is insufficient to guarantee positive outcomes for both forests and livelihoods. The question of carbon tenure rights has only just begun to be addressed, and even less attention has been given to liabilities. REDD+ initiatives provide an opportunity to consolidate indigenous territories but present a risk to those without secure land rights.
