Africa’s development remains dependent on agriculture and exploitation of natural resources, yet agriculture and livestock production are largely carried out by smallholder farmers under increasing pressure of scarce land resources managed under unsecured customary land ownership. African governments are seeking to address tenure insecurities to promote sustainable rural and urban development, and to address inequalities in land ownership between different social groups.

Since 2000, US$ 2.0-2.7 billion has been invested in feedstock cultivation for biofuel in 16 forest-rich countries, mostly in oil palm and sugarcane. An additional US$ 5.7-6.7 billion has been invested in biofuel production, especially sugar-based ethanol. As the experiences of the Green Belt Initiative (GBI) in Malawi demonstrated, the smallholder farmer is almost always the loser.

Niger is a pastoral country. However, despite its crucial economic, social and cultural impact, pastoralism remains a very uncertain activity, and Niger’s successive governments didn’t invest much in it (1% of the national budget in 2009, versus 35% for farming activities). Though from 1993 the Rural Code has produced a number of rules and regulations in order to protect and revitalize pastoralism, it was also often accused of favoring crop farmers over livestock producers. Is that true ?
