    Afrique du Sud

This working paper by Tikvah Breimer previously of the Institute for Housing and Urban Development Studies (IHS) and Mark Napier previously of Urban LandMark, analyses the provision of core housing in Khayelitsha, Cape Town, specifically taking into account the residents' response to the state's delivery of core housing. It aims to explore to what extent the South African government's approach to providing large-scale housing addresses the relevant demands in the context of rapid urbanisation.

Cities emerge from the spatial concentration of people and economic activities. But spatial concentration is not enough; the economic viability of cities depends on people, ideas, and goods to move rapidly across the urban area. This constant movement within dense cities creates wealth but also various degrees of unpleasantness and misery that economists call negative externalities, such as congestion, pollution, and environmental degradation.

Inexorable urbanization and formalization have been the expectations in development discourse. Indeed, measures of urbanization and formalization have been provided and used as indicators of development. But while urbanization has proceeded apace in developing countries, formalization has slowed significantly over the past quarter century. These disconnect raises questions for development analysis and development policy. Why did one expect urbanization and formalization to go together in the first place?

The Social Tenure Domain Model offers practical solutions and opportunities for land professionals, researchers, grassroots organisations and government authorities. These opportunities include the empowerment of the grassroots communities to develop and manage their own information systems (and their own data), with all the benefits of the advanced technologies can offer, with less investment in resources and with less reliance on highly paid experts. Land professionals can also make their services available to all and offer people-centred and affordable solutions.

    Kenya

A recent story from NPR described how slum mapping can be a powerful negotiating tool when used as a public record of problems such as dark street corners, limited toilets, or illegal dumping. In one of the largest slums in Nairobi, Kenya – home to an estimated 200,000 people – maps of slum areas enabled community members and authorities to identify available space to lay municipal water pipes. Around the world, slums lack street names, addresses, and, due to their informal nature, property rights.
