    This policy brief discusses ways for governments to support community forestry based on the understanding that it can provide numerous economic, environmental and social benefits. The brief also highlights the challenges facing community forestry throughout the region and outlines recommendations for governments to further support community forestry as a pathway to inclusive development, where communities participate in decision-making and get equitable benefits, based on the principles of participation, non-discrimination and accountability.

    The “Voluntary Guidelines on Responsible Governance of Tenure of Land, Fisheries, and Forests in the Context of National Food Security” (VGGT), endorsed by the Committee on World Food Security (CFS) in 2012, set out principles and internationally accepted standards for responsible practices and is the first comprehensive intergovernmental global instrument on tenure and its administration.

    A major gap in understanding the situation in India with respect to land and its control is the takeover of common lands, which rarely figures in discourses on land. The Society for Promotion of Wastelands Development (SPWD, New Delhi) and RRI commissioned case studies on the takeover of common lands in India in an attempt to fill this gap. This paper is a compilation of those studies. Based on these case studies, an international conference was held in December 2012 to reflect the current situation and discuss possible policy actions.

    Chiefly an agricultural society, India has a strong linkage between land and social status of an individual. Nearly 70 % of its population dependent on land, either as farmers or farm laborers and it is imperative to address the issues of land ensuring livelihood, dignity and food security to millions of Indians. Land reform was a major policy initiative in the country in 1950s and early 1960s.

    Parakuiyo Pastoralists Indigenous Community Development Organization (PAICODEO), PINGOs Forum, Tanzania Land Alliance (TALA), the Legal and Human Rights Centre (LHRC) and journalists from ITV, Star TV, Channel 10 and Mwananchi newspaper have conducted a fact finding mission concerning the forced evictions of pastoralists in Kilombero and Ulanga districts in Morogoro region in Tanzania. The fact finding mission was carried out from 12.11 – 15.11 2012.

    Large-scale land acquisitions are increasing in pace and scale, in particular across parts of Africa, Asia and Latin America. Weak governance and poor land use planning mean that commercial ‘land grabs’ often damage biodiversity as well as dispossessing people from customary rights and livelihoods. Land can also be ‘grabbed’ for ‘green’ purposes, triggering conflicts that undermine potential synergies. Expanded state protected areas, land for carbon offset markets and REDD, and for private conservation projects all potentially conflict with community rights.

    Advancing the Land Rights of Pastoralist Women in Northern Tanzania

    In northern Tanzania, new grassroots groups called Women’s Rights and Leadership Forums (WRLFs) are mobilizing women and men in pastoralist communities to promote and defend local land rights. This briefing highlights some of the WRLFs’ achievements and strategies; asks how these forums, which appear to be a part of an emerging grassroots social movement for land rights, can be further supported; and explores whether such forums could be replicated elsewhere in the region

     However, there remain some important outstanding issues that must be addressed in order to ensure adequate reform that protects these marginalized groups’ interests
