A detailed situation analysis reveals key linkages between meagre services, insecure land tenure, and unjust governance institutions in Nairobi’s informal settlements. In addition to exploring alternative models of service delivery, the analysis examines the “poverty penalty” and the types of service provision specific to Mukuru settlement, where residents are forced to pay for poorer services. Private holdings in Mukuru should be converted to community land, using provisions from the Constitution, Land Act, and the draft community land bill.

Drawing on insights from multiple studies, this policy brief addresses the importance of gender considerations for small-scale livestock farming communities relative to food security in the South African context. The brief examines some key elements of gender issues in relation to small-scale livestock farming, asks how some of these elements align with current policies and practices, and suggests a number of focused policy recommendations. The validity of a title deed, or whether a property owner purchased in good faith, has recently been questioned and rejected by the land commission, a body under the auspices of the office of the presidency. In 2015 for over two weeks, both residents ‘abasangwa’ and repatriates ‘abahungutse’, stood together to oppose the Burundi land commission: the Commission Nationale Terres et autres Biens (CNTB, National Commission of land and other Assets), who are revisiting land restitution cases it had previously settled.

The present public land tenure management system in Kenya is fragmented, uncoordinated and non-transparent. The public land tenure as embodied in the Government Lands Act, Cap 280 of the Laws of Kenya lacks a coherent information system and is bedeviled by a lack of clarity in the roles, responsibilities and policies of different institutions in its administration, planning and disposal. Thus, there is a need for a set of national norms and standards to ensure efficient and effective use of public land as an asset in support of land reform.

Financial cooperatives and microfinance institutions (MFIs) are the two major sources of rural finance in Ethiopia. Whereas MFIs are relatively new, financial cooperatives have existed for centuries in various forms. The coexistence of two different institutions serving the same group of people, and delivering the same financial services, raises several policy questions. Those questions have become particularly relevant, as the government has embarked on developing a new strategy for improving rural financial services delivery.
